A device's or a fleet's configuration, kept in the cloud and applied to the device

## phloem config get

The desired document (a device's merged one, or a fleet's)

## phloem config set

Store a document (YAML or JSON; `-` for stdin); a device's is applied at once when it is online

phloem config set [OPTIONS] <FILE>

Send a device its desired document now
